A workflow is not an agent demo
A workflow can run without a person only when three things are written down: the policy that allows it, the exception path when the policy says no, and the record of what happened.
If any of those is missing, the work should wait. Speed without a record is not automation. It is a gap.
What we instrument
Cycle time from signal to completed work, and the share of steps that still need a person. Both are compared with a baseline taken before the workflow went live.
A lower number is a measurement. It is not a promise made before the baseline exists.
